Description
At the time of South Africa’s first democratic election in 1994 everyone agreed that poverty had to be uprooted, inequality reduced and the conditions for sustainable economic growth established. It was clear that the structure of the economy had to change and that land ownership, employment opportunities and access to essential services had to more closely match the needs of the entire population. Unfortunately, there was very little fundamental agreement about how this should be done.
